Being involved in the community is very important to me. I am a member of the Sedro Woolley Chamber of Commerce and the Mount Vernon Chamber of Commerce, and I volunteer on the Board of Directors for the Skagit County Boys and Girls Clubs. I also support Hospice of the Northwest Foundation, the Skagit Gleaners, and many other local nonprofit organizations in my community.
I have represented Allstate since 2007 and truly enjoy it because it allows me to work with the people in my community. I love building relationships with customers and getting to know them better. In fact, one of my favorite memories is when a customer invited me to his 100th birthday party!
My agency focuses on educating customers about their coverage options and then allowing them to make decisions based on what is best for them and their family. My staff speaks English and Spanish, so we will gladly work with you in whichever language you prefer. My journey to Skagit County has been a long winding road. Born in England, immigrated from Denmark to Vancouver, BC, and then landing in Washington in my 20's. I have been a citizen of three countries - UK, Denmark, and of course now proud to be an American!
In 2004 I left a position with a medical clinic and joined my husband, Darrell, in his business. In early 2005 I joined SWIB and have enjoyed the lasting friendships and business relationships that have developed in the past 13 years. During those years served as Vice President, President, Scholarship Committee Chair, Secretary, Treasurer, Membership, Public Relations, and currently Spring Fling Co-Chair.
In addition to SWIB, I have served on the Boys & Girls Club Board, EDASC Foundation Board, and Burlington Chamber Board. I am currently serving on Rotary Club of Burlington Board as President Nominee, Division A Director for District 2 Toastmasters, and Co-Chair of the Burlington Community Council for Boys & Girls Club.
We are active members of the Anacortes, Burlington, and Mount Vernon Chambers, EDASC, and our Industry Associations PPAI and ASI.
Darrell and I have been married for 20 years and we have four adult children and six beautiful grandchildren - currently the teams are even - 3 boys and 3 girls.
We love what we do and are blessed to live, play, and work in the bounty of Skagit County.

I’m keenly interested in healthy watersheds and foodsheds, volunteer with my local Stream Team and Marine shellfish programs, and am drawn to women’s unique contributions to agriculture. My home, on a hill above the bay, has a wetland in restoration – an unfolding treat over time.
32 years ago, Colleen Smiley was asked to serve as the “temporary” wedding planner at a local church. She fell in love with people in love and the entire process of planning weddings. Having a church coordinator for her own wedding was something she treasured, however she remembered being lost in the planning phases. Wanting to alleviate that stress from her brides, she began to come along side and help her brides through the “you don’t know what you don’t know” phase.
All these years later, Colleen still LOVES to help her clients relax and enjoy the entire process.
